Based on the observation that politics and policy are closely intertwined, this Master's program 2 combines these two dimensions in order to provide students engaged in political action with the skills to conduct public policy and to give future actors in local and multi-level public policies the tools to understand the political logic that underpins them.
Focusing on local authorities, which have taken a key position in public policies alongside national and European levels and represent the main career opportunities, this Master's 2 program emphasizes the acquisition of operational knowledge linked to theoretical analytical frameworks and methodological tools presented in class. With a view to comparing analysis and practical application, the courses are taught by both faculty members and professionals in charge of professional modules, with assessment based primarily on practical exercises. Classes are held from September to January, three days a week, with the other two days devoted to the supervised group project. Long internships begin in March.

Objectives
The aim of the program is to combine learning and understanding of public policy implementation at different levels (starting at the local level) with an understanding of the political rationales of elected officials, focusing on three main areas: urban policy, social and health policy, and ecological transition policy. Emphasis is placed both on the findings of political sociology research on policy processes in these areas, highlighting the interdependencies between public policies at different territorial levels, and on the acquisition of operational knowledge through the accumulation of professional experience, with knowledge assessment based entirely on continuous assessment.
The program is therefore based on seminars focused on research questions in the aforementioned areas of public policy at different levels, as well as on role-playing and practical exercises that enable students to put their academic knowledge into practice: long-term internships (starting in March), tutor-led group projects corresponding to requests from public policy stakeholders, study trips, participation in the Universities of Mayors of Western Paris, role-playing, writing memos, speeches, and press releases, etc. The emphasis on professionalization is accompanied by an ambition to provide training through and for research, in conjunction with the Printemps laboratory (CNRS) to which this master's program is affiliated, on the analysis of changes in public action in the territories, in a context of state restructuring, redistribution of authority and responsibilities between levels of government, the growing role of private actors in public action, and the renewal of public action instruments. Students interested in research can write a thesis on these topics and possibly continue with a PHD.

The Master 2 in Politics and Local Public Policy is primarily open to students who have completed the Master 1 in Multi-Level Public Policy, specializing in public and local affairs, as part of a dual degree program with Sciences Po Saint-Germain-en-Laye.
