The new Paris-Saclay University was officially created on november 5, 2019, following the publication of the decree of creation in France’s Journal officiel.
As of 1st January 2020, Paris-Saclay University replaces Paris-XI University and the community of universities and institutions "Université Paris-Saclay", and integrates, as component-institutions which retain their legal personality, under the conditions specified in its statutes, the Paris Institute of Technology for Life, Food and Environmental Sciences (AgroParisTech), “CentraleSupélec”, the “Ecole normale supérieure Paris-Saclay” and the “Institut d'Optique Graduate School”. It also integrates the Institut des hautes études scientifiques, a recognised non-profit research organisation.
It includes the Universities of Versailles-Saint-Quentin-en-Yvelines and Evry-Val-d'Essonne as member-associated universities by convention. These participate in its governance within the perspective of a merger.
CEA, CNRS, INRA, Inria, Inserm and ONERA confirm their strengthened partnership with the new university. The scientific perimeter integrates the laboratories of the national research organisations located within the perimeter of Paris-Saclay University, listed by convention. The national research organisations are involved in the governance of the university.
The new university is established on the basis of the Order No. 2018-1131 of 12 December, 2018. With a commitment to integration expressed in its acts and statutes, the Paris-Saclay University wishes to become a university with solid international influence while being rooted in its territory. It is profoundly transforming the landscape of French higher education and research by intensifying a policy of training, research and innovation open to the world.
Françoise Moulin Civil, a university professor and an adviser of sites and institutions at the Expertise and Advisory Mission (MEC) of DGESIP, has been named as the temporary administrator of Paris-Saclay University by Mrs Charline Avenel, the Rector of the Versailles Academy, to coordinate the first months of the governance implementation and the setting-up of the new establishment's authorities.
Françoise Moulin Civil, a graduate in Spanish (1981) and a doctor of the Sorbonne-Nouvelle-Paris 3 University (1994), is a university professor, an adviser to sites and institutions at the Expertise and Advisory Mission (MEC) of the DGESIP and also the director of the doctoral studies department at Paris Seine University. She was President of Cergy-Pontoise University from September 2008 to March 2012, became the Rector of the Lyon Academy from September 2012 to February 2018, and the Rector of the Auvergne-Rhône-Alpes academic region from January 2016 to February 2018.
She is a Knight of the National Order of the Legion of Honour, an Officer of the National Order of Merit, a Commander in the Order of Academic Palms and a Colonel of the Citizen Reserve.

Université Paris-Saclay's institutions are currently implementing a campus-wide coordinated research strategy, focusing on fundamental science as well as socioeconomic issues, to reach the very best international level.
Clusters of research teams have formed on all our campuses and several scientific fields have been—or will soon be—their focus, especially:
- agriculture and alimentation,
- cell biology,
- laser physics,
- high-performance computing,
- science and technology.
Innovation at the heart of a large ecosystem
Located on the Paris-Saclay site, at the heart of the most influential private financial and research areas in Europe, Université Paris-Saclay is a significant driving force in the development of industries, particularly in high-tech and technology fields.
Several large international companies have already located their research, development and education centers on the Paris-Saclay site (Danone, Air Liquide, Thales, EDF, Alcatel-Lucent Bell Labs, Dassault Systèmes, Ipsen, General Electric). They are already developing the products of the future.
More companies are expected to join, following a promotional program conducted in coordination with local authorities, and focusing on start-ups and SMBs.
